Mexico decriminalizes drugs

I haven't missed the fact that Mexico last week decriminalized the use and possession of small amounts of drugs -- the equivalent of four marijuana joints, four lines of cocaine, etc. In fact, I've done a fairly major piece for next Sunday's Register Commentary section, citing the experience of Portugal, which decriminalized the possession, use and acquistition (an important aspect) of the equivalent of a 10-day supply of all the previously illicit drugs.
